Scope of the State
In developing the plan four things were considered as follows:-

(a) Good Governance: With sub-themse such as Administration of Government machinery, transparency, accountability, budget monitoring and tracking, auditing and anti-corrpution measures, civil service reforms, credible elections, fairness in administration of justice and legislative business in enacting laws.

(b)  Information, Environment and Sustainable development.  The role of Information dissemination, communication and economic development.

• Establishment of Borno Radio and television as a megaphone of Government for Information dissemination.
• Procurement of Cinema vans and public address system for dissemination and public enlightenment.
• Establishment of an Informatics institute to train civil servants in computer, internet and modern communication.

(c)    Productive Sector

• Agriculture including livestock and fisheries
  
• Manufacturing
• Commerce
• Mining
• Tourism
• Transport
• Roads Development – roads agency established, inter towns and township roads
• Housing Development – 202 and 303 Housing Estate, Abbagana Terab 505 Housing Estate, Umaru Yar’adua 707 Housing Estate and 1000 Housing Estate in Maiduguri
• Energy Rural Electrification – towns and LGA headquarters and Urban Areas with over 10,000 population
